Past
The site that's now New Bedford Foss Marine Terminal has a history worth knowing. In the late 1800s, Thomas Edison used the Cannon Street Power Plant location — what's now our Foundry Building — to help commercialize electricity. By 1905, a full coal-fired power plant had been built on-site. Over the following decades it grew, transitioned from coal to oil in 1956, and kept the lights on for New Bedford and the surrounding communities until 1987, when it was eventually decommissioned in 1992.
Present
We came to this site with a shared belief that it could become something valuable to the maritime industry again. In 2023, we reached a milestone we're genuinely proud of — removing the last of six smokestacks that had defined the New Bedford skyline for nearly a century. The plant had run its course; today the site has been fully remediated and reimagined.
In August 2024, we completed a 300-foot bulkhead and dredging project that significantly expanded our deep-water berth capabilities for domestic and international vessels. Today, New Bedford Foss Marine Terminal is a fully operational, privately owned terminal with 24 acres of open laydown yard, a deep-water berth at North Star Pier (28 ft MLLW, up to 500 ft berthing length), warehousing and office space, on-site heavy equipment, and MTSA-compliant security.

Joel Whitman is a senior executive with more than two decades of leadership experience in the maritime industry. He joined Foss in 2022 and has since played a critical role in advancing the company's strategic initiatives. At Foss, Whitman leads the redevelopment of the terminal site in the center of New Bedford Harbor, transforming it into a modern deep-water terminal capable of supporting a full range of industrial maritime operations.
Before joining Foss, Whitman served in executive leadership roles at Global Marine Group, including as CEO of Global Marine Energy, Inc. He resides on Cape Cod.

Andrew is an attorney based in New Bedford, Massachusetts with a concentration in the offshore commercial marine industry. He was named President of the New Bedford Foss Marine Terminal in 2022. His family is deeply rooted in New Bedford.
His specialties include; U.S. Coastwise trade/cabotage, charter parties (including BIMCO contracts), vessels construction/repair, marine offshore construction agreements, salvage disputes, vessels documentations, finance/foreclosure priority, double tax treaties and other trade-related agreements.
He was involved with the Cape Wind Offshore Wind Project in Massachusetts as well as being involved in the transportation and installation of jackets and other structures for installation in 2016 on the Deepwater Wind facility in Rhode Island.

Heather joined Saltchuk in 2022. Before joining Saltchuk, Heather had a 20-year career at Nordstrom in Seattle, where she held various roles within Finance & Strategy, including a pivotal leadership role that developed and executed the entry of Nordstrom into Canada. She last served as its Vice President of Strategic Planning & Execution. Heather, a CPA, attended Eastern Washington University, where she received her B.A. in Business Administration / Accounting.

Carol has worked with businesses across sectors with a recent focus on Massachusetts and New England, aiming to revitalize communities and move markets forward. Prior to coming to Foss Terminals she served as the Northeast Director for the Oceantic Network. Before joining the Network, Carol consulted on policy and public affairs for offshore wind developers and served as the executive director of the Massachusetts Climate Action Network. She holds an MBA from the University of New Mexico and a BA in Theater from Bennington College.

Tanjia Maynard has been at Foss Terminals since April 2023. She earned her Bachelor of Science from the State University of New York at Albany and is a Certified Safety Professional. Prior to joining Foss, she worked on Cape Wind with AWS Truepower and later with PMSS America. She has chaired the ACP Offshore Safety Subcommittee, collaborating with developers to draft a standard set of safety processes and procedures, and authored Safety Management Systems.

Captain Jon Wood grew up on the water in Dartmouth, Massachusetts and has spent more than four decades in the maritime industry. He graduated from Massachusetts Maritime Academy in 1980 with a BS in Marine Transportation and went on to work cargo ships and research vessels with American President Lines and Woods Hole Oceanographic Institution before moving into seagoing tugs and tank barges.
Over the course of his career, Captain Wood has served as tug captain, ballast master, marine surveyor, and port operations manager — working coastwise operations across the East Coast and Gulf of Mexico, and internationally in Australia, Japan, Russia, and Alaska. He holds a Master of Ocean Vessels license and First Class Pilot credentials for Vineyard Sound, Nantucket Sound, and the surrounding harbors.
He rejoined Foss Maritime in 2022 as Port Captain in New Bedford. He now oversees customer service operations at the Foss Terminal.

Matt joined Foss Terminals at the outset in 2022 as Project Manager during Phase 1 and transitioned to Terminal Manager upon the launch of maritime operations having supported various offshore vessel port calls, mobilization and demobilization efforts, and dockside repair stays.
He attended Massachusetts Maritime Academy, graduated with a degree in Marine Engineering, and spent 12 years going to sea. Matt has over 25 years in the maritime industry, working as a Marine Engineer, ABS Class Surveyor, Technical Representative on USN and USCG vessels, Project Manager, and in Maritime Operations and business.

Kayla graduated from Providence College with a degree in Business Management. She began her career at a pension administration firm in Providence before earning a Master’s Degree in Education from Texas A&M University–Corpus Christi.
She then taught high school mathematics in Manchester, New Hampshire, for nine years. In early 2023, she relocated to Dartmouth, Massachusetts, and joined Foss Maritime as a project controller on an offshore wind project.
After the project was completed, she joined Foss Terminals as finance coordinator.

Fabricio has over 24 years of experience delivering large-scale demolition, earthwork, and environmental remediation projects across the United States and South America. He brings a strong background in implementing health and safety programs and leading complex, high-risk operations in full compliance with regulatory standards.
As Terminal Manager at the New Bedford Foss Marine Terminal, he oversees marine and port operations, supporting safe and efficient port calls for offshore construction vessels. With his combined expertise in construction management and terminal operations, he plays a key role in upland construction oversight, vessel mobilization and demobilization, and waterfront logistics for a wide range of offshore assets. He collaborates closely with vessel operators, project stakeholders, and marine crews to ensure seamless, safe, and efficient operations.

Jon Pina, known as JP, has over 29 years of experience in the construction industry. Throughout his career, he has worked closely with project managers to support the successful delivery of complex projects. He is certified to operate various types of heavy equipment, with specialized experience in telescoping boom operations. In addition to his technical expertise, JP assists with jobsite oversight, prioritizing safety, productivity, and timely project completion.
During his free time, JP enjoys his corvette car club and car shows. He enjoys riding his Harley Davidson with friends and most of all, he enjoys spending time with friends and family.
